Crimes in modern society appear in various aspects and are becoming more sophisticated. Actively responding to these crime problems, it is necessary to actively discover and effectively utilize various public safety resources scattered in our society. Based on this, public safety services should no longer be one-way services of the police but rather a multi-directional and circular services that all community members produce and consume together. That is, public safety services should be co-produced. In order for public safety services to be co-produced, a network must be established to communicate and cooperate with each other between the community members. Public safety governance, a network system in which all community members can participate in the public safety service production, should be established. Meanwhile, social impact bonds(SIB), which many countries are paying attention to as a new way to solve social problems, can be a effective means of co-production of public safety services. social impact bonds is a new financial mechanism that the government and the private sector solve the social problems together. Considering the operational structure and the preventive intervention effect on the social problems, social impact bonds can be a new way to co-produce public safety services and proactively intervene in the social problems.
