안전한 지능형 정부 구현을 위한 개선방안 연구 : 인공지능기술 적용에 따른 역기능 방지 및 개인정보보호를 중심으로
우리나라는 인공지능을 비롯한 신기술을 도입하면서, 민간 및 공공분야의 다양한 변화를 가져오고 있다. 특히, 미래정부를 지능형 정부로 구현하고자, 인공기능을 중심으로 한 중장기 발전계획, 기본계획 등을 수립·추진함으로써, 효과적인 활용 및 성과를 높이고자 한다. 그러나, 인공지능을 활용하여 발생 할 수 있는 사이버범죄, 개인정보 침해사고, 윤리문제 등 다양한 역기능적 문제를 해결하는 정책방안이 미흡한 실정이다. 이에 따라 본 연구에서는 기존 연구들을 바탕으로 범주화된 정책 기준을 활용하여, 주요 국가인 미국, EU, 호주 등에서 추진하고 있는 안전한 지능형 정부 구현사례를 검토하고, 우리나라가 추진해야 할 역기능 방지 및 개인정보보호를 위한 개선방안으로 제언하고자 한다. 본 연구에서는 안전한 지능형정부 구현을 위한 정책사례를 법·제도, 기술, 관리, 원칙을 중심으로 개선방안을 제시할 수 있다. 첫째, AI를 적용함에 있어서 종합적인 대응프레임워크를 마련하도록 하며, 둘째, AI관련 역기능 방지를 위한 법제도를 검토하여 근거규정을 마련하고, 셋째, AI적용의 안전한 처리과정을 보장하는 역기능 방지 기술을 개발하며, 넷째, AI적용으로 인해 발생가능한 위험진단 및 대응체계를 관리방안으로 운영하고, 다섯째, AI적용으로 인한 역기능 방지를 위해 책임원칙 하에서 다양한 정책이 추진되도록 하여야 한다. 이렇게 세부적인 과제가 단계적으로 실행된다면, 안전한 지능형 정부가 구현될 수 있으리라 본다.
A Study on Improvement Measures to Implement Safe and Intelligent Government : Focusing on Prevention of Dysfunction and Privacy by Application of Artificial Intelligence Technology
This study examines measures to prevent dysfunction of major countries as like USA, EU, Australia, etc. based on existing studies, and proposes an improvement plan for preventing dysfunction and privacy that Korea should pursue. As the results, the improvement measures to prevent dysfunctions and privacy that may occur in the intelligent government promotion process derived in this study are the following. First, it should prepare a comprehensive response framework in applying AI. Second, it should establish a legal system that prevent AI-related dysfunctions after review and prepare basic regulations. Third, it should develop dysfunction prevention technology that ensures safe processing of AI application. Fourth, it should operate risk diagnosis and response systems that may arise from AI application as a management plan. Fifth, it should be promoted various policies under the principle of responsibility to prevent dysfunction caused by applying AI. If these detailed tasks are implemented step by step, it will be implemented a safe and intelligent government.
