민간 신변보호업무의 문제점과 개선방안
민간 경비업 중 신변보호분야에 있어서 전체적인 문제점을 파악함에 있어 부족함이 없지만 그 틀 속에 서 왜 이러한 문제가 발생하는지의 명확한 연구가 필요하다. 신변보호의 연구가 중요한 관심사로 등장한 것은 오랜 전의 일이 아니며, 관련연구가 극히 소극적인 나머지 시간과 에너지를 너무 낭비함으로써 실제 로 연구되어야 할 본질적인 문제점 즉, 민간 신변보호업무에서 일어나고 있는 현상에 대해 구체적으로 접근하기 어려웠던 것도 사실이다. 민간 신변보호업무는 고객과 신변보호업체와의 도급을 통해 고객에게 신변보호원과 장비 등을 지원하여 신변보호서비스를 제공한다. 신변보호는 각종 미디어와 대학의 관련 학과 운영 등으로 일반인에게 긍정적인 측면이 부각되면서 새로운 선망 직업군으로 자리매김하고 있으나 한편으로는 상이한 용어사용, 각종 이권개입, 위법행위와 범죄, 폭력행사 등에 개입하여 사회적 물의를 일으켜 넓게는 민간 경비업의 전반에 비난의 화살로 되돌아오고 있다. 이 연구는 공경비와 민간경비를 경험한 본 연구자가 실제 일어나고 있는 현상을 연구하였고, 기존 선행연구에서 언급되지 않았던 내용 등이 다수 설명되어 민간 신변보호업무의 현 실태와 개선방안 등을 통해 신변보호업무를 정착시키고자 하는데 있다. 신변보호업무는 관련 법테두리 안에서 운영되어야 하며, 도급의 현실화, 신변보호원의 전문 화된 교육 등의 지금 안고 있는 문제점을 개선하고 발전시킬 수 있는 대안이 마련되어야 한다.
Problems and Improvement Measures in Private Personal Protection Work
There is no shortage in grasping the overall problem in the personal protection field among the private security industry, but a clear study of why such a problem occurs within the framework is needed. It is not a long time ago that research on personal protection emerged as an important concern, and related research was extremely passive and thus wasted too much time and energy, which is an essential problem to be studied, that is, taking a concrete approach to the phenomenon occurring in private personal protection work. It is also true that it was difficult. Private personal protection work provide personal protection services by providing personal protection services and equipment to customers through subcontracts with customers and personal protection companies. Personal protection has established itself as a new enviable occupational group as the positive aspects of the general public have emerged due to the operation of various media and related departments at universities, but on the one hand, the use of different terms, various interests, illegal acts, crimes, and violence events As a result, it is returning as an arrow of criticism in the general private security industry, which has caused social controversy. In this study, this researcher, who experienced public security and private security, studied what is actually happening, and many contents that were not mentioned in previous studies were explained. It is trying to settle the work. Personal protection work should be operated within the relevant legal framework, and alternatives to improve and develop the problems currently faced such as the realization of subcontracts and specialized training of personal protection personnel should be prepared.
