방송 드라마에 나타난 공무원 이미지 : 극장메타포를 중심으로
일반 시민들은 공무원들과 접촉시 직접적인 대면보다는 언론 등의 간접적인 경로를 통해 접하는 빈도 가 높다. 이러한 특징은 일반 시민들이 공무원의 실제 행동과는 상관없이 긍정 또는 부정의 이미지로 인식하게 만든다. 이러한 점을 감안하여 본 연구에서는 “방송드라마에 나타난 공무원의 이미지의 특성과 유형을 알아보고자 한다. 방송드라마에서 나타나는 공무원의 이미지를 극장메타포(Theater Metaphor)의 개념을 도입하여 분석하였다. 분석 결과는 악당(Villain)의 이미지를 보여준 공무원의 모습이 48%이며, 영웅(Hero)의 이미지를 보여준 모습이 33%, 무고한 희생자(Innocent Victim)의 이미지를 보여준 모습이 18.4%로 나타났다. 악당과 관련된 공무원의 모습 중 ‘뇌물수수’의 이미지가 250회로 가장 높은 비중을 차지하였으며, 영웅과 관련된 이미지는 ‘부당한 지시에 적극적으로 맞서 대항하는 모습’이 116회 방영되 었다. 국민권익위원회의 “2017년도 부패인식도 조사 종합 결과”에서, 공직사회가 부패하다고 응답한 비 율이 52%라는 점은 본 연구와 유의한 결과를 보이고 있다. 방송드라마에서 보여주는 공무원의 이미지가 일반 시민에게도 영향을 주고 있다는 것을 보여주는 것이다.
A Study on the Public Servant Image of Television Drama : Focusing on Theater Metaphor
Public citizens often come into contact with and assess public officials through indirect channels such as the media, not through direct encounters. This feature makes public citizens recognize the image of public officials positively or negatively, regardless of their actual behavior. Under these assumptions, this study analyzed the images of public officials appearing in the TV drama by introducing the concept of Theater Metaphor. To this end, among the dramas aired on SBS from 2009 to 2019, we analyzed 10 dramas of 233 episodes in which public officials played a significant role, and considering the public influence, only dramas which had more than 15% of viewer ratings were analyzed. According to the analysis, 48% of the videos showed the image of public officials as villains, 33% as heroes, and 18.4% as innocent victims. These results may be a means of dramatic drama development due to the characteristics of broadcasting. However, considering that 52% of the public responded that the public officials were corrupted in the 2017 Comprehensive Survey of Corruption Perceptions conducted by the National Civil Rights Commision of 2017, this reflects that the image shown by TV drama has a significant effect on the public as well.
